For civilians, however, the picture is far murkier. The promised $2,000 tariff dividend, now narrowed to families earning $100,000 or less, remains only an idea without congressional approval. Trump insists the payments are “still planned” for the middle of next year, but federal law is clear: no stimulus goes out without Congress.
