His allies see a necessary line in the sand against a White House they believe is more interested in spectacle than solutions.

The Trump administration, however, has framed Chicago as the emblem of Democratic failure and Johnson’s move as reckless grandstanding. With talk of sending in federal agents or even the National Guard, Washington is signaling it will not back down easily.
